Why a UT modelled on the lines of Puducherry could work?

It is time to use our ingenuity and creativity to solve the vexed problem of overlapping claims over territories in the Hills of Manipur. When there are competiting claims and the problems are as complex and chaotic as in the case of Manipur Hill districts, the solution must also reflect the realities on the ground. To put it simply, the "Out-of-the-box Thinking" could throw up many possibilities and an acceptable solution can be picked by all stakeholders through consensus. The myriad of tribes have diversity of opinion and views within the in-group as well. Respecting diversity and choices is the only way to bring about lasting solution in the region. Let this be the guiding principle for any solution that is proposed to the Union government. The Puducherry model could be the creative solution to accommodate the interests of both Nagas and Kukis who can't seem to agree on which areas should be included in their proposed UT or state. The competing views and claims can be settled through negotiations in good faith. There are also contesting claims on who are now Nagas amongst the tribes which were considered part of the Old Kuki group. Here choice and respecting the voice of the tribes in question could be the only way forward. View based on accepting current realities and rooted in historical understanding must be given precedence over other considerations. The idea of contiguity for a state or UT to exist and thrive is not a requisite requirement if we adopt the "Puducherry model" and that gives both Nagas and Kukizo people the much needed flexibility and room to accommodate each others viewpoint and settle the complex claims and counterclaims over the areas in the hills of Manipur. It took over three decades to rebuild trust and inter-tribal bonds. The nightmares of '93s have been finally laid to rest with Kukis remembering the Black September 13 victims in prayers and using the occasion this year as the day for reconciliation and forgiveness. The usual social media outbursts marking 13 September as Black Day was visibly absent or silenced as the good relations built up between the two community was given recognition and the importance it deserve. This is an important development that has to appreciated and therefore, no effort should be spared to preserve the achievements made in the last 30 years. The Nagas must also be conscious of the Kukis gesture to accommodate them.

The village republics must be given the option to join either Kuki UT or Naga State/UT based on their ethnic affiliations or otherwise. The freedom to change their choice must also be built into the agreement so that future aspirations can find a voice.

The idea of contiguous lands to form a State or UT stands nullified if we choose to go the Puducherry way. Let each village retain the choice and right join either of the best governed UTs even in the future. Common people needs good governance not ethnic states or UT.
